Transport Planning for Multi-use Development in Cape Town

The Conradie Better Living Project is the conversion of a hectare former provincial hospital site in Cape Town into an integrated, sustainable and affordable mixed-use development including residential and commercial opportunities.

TESS’s work on the project consists of the analysis of the current transport operations in the area, development of a new service model and costing of the new services to be operated for the Conradie Better Living Model Exemplar Project.

Our work includes:

  • Supply and demand surveys

  • Rail service capacity analysis

  • Engagement with various stakeholders to determine transport requirements for construction and post-construction phases

Matching of available capacity with estimated demand

Development of road-based transport contract with:

  • Routing, timetable, vehicle requirements (vehicle scheduling), driver requirements (crew scheduling)

  • Financial modelling (costing) to determine fares and / or subsidy requirements

  • Operations implementation assistance
