Minibus Taxi Formalisation Pilot Project in Cape Town

In September 2019, TESS was sub-contracted by ODA to work on a paratransit improvement model aimed at professionalising paratransit operations in the City of Cape Town. The objective was to improve the operations of the minibus taxis and allow them to be contracted as feeder and distributor service providers to the BRT system.

The project entailed establishing of a Taxi Operating Companies (TOCs), in order for them to be contracted by the City of Cape Town. TESS was responsible for:

  • Design of detailed routes and timetables

  • Determination of vehicle numbers through vehicle scheduling

  • Development of a business model to assess the viability, recapitalisation horizon and revenue requirements
