Public Transport Contract Development City of Kigali

From 2018 to 2020, TESS worked as a sub-contractor to Transitec Consulting Engineers by the Rwanda Transport Development Agency (RTDA) working with the City of Kigali to develop a business model for public transport services in City of Kigali. The project objective was to carry out a review of all existing passenger bus operations and networks and make recommendations for improvement. 

TESS assisted in developing the operations plan and designing the business and financial model, while also providing transport operations advice focussing on:

  • Future bus network planning

  • Detailed bus route design within the network

  • Detailed timetable design for each contract and route

  • Vehicle capacity and number determination through vehicle scheduling for each contract, route and a combination of contracts and routes

  • Assessment of driver requirements (crew scheduling) for costing and implementation purposes

  • Feasibility modelling of each contract and assistance with the compilation of the operator contract
